Just say NO to a Municipal Vehicle Registration Tax







PETITION - To the Legislative Assembly of Ontario

Whereas, there is growing concern that during its review of the Municipal Act, the Ministry of Municipal
Affairs is considering allowing municipalities the authority to implement a vehicle registration tax; and

Whereas, based on the City of Toronto’s previous attempt to implement a – now eliminated – vehicle
registration tax at $60/vehicle, the vehicle registration tax would have the potential to increase taxes on
Ontario vehicle owners by $660 million per year; and

Whereas, vehicle ownership costs already include purchase/leasing costs, gas, insurance,
maintenance, licence fees and deprecation; and

Whereas, Consumers pay four separate taxes on gasoline (14.7c/L Ontario gas tax; 10 c/L federal gas
tax, 5% federal and 8% provincial HST), and in Jan 2017, a 4.3 c/L carbon tax...with HST added; and
Whereas, the province already imposes a slate of fees upon vehicle registration that include: Vehicle
permit ($20), plate with permit ($40), plate sticker (Northern Ontario-$54, Southern Ontario-$108); and

Whereas, a Nanos Research poll indicates, 71 per cent of Ontarians do not support municipalities
having the ability to tax vehicles and 83 per cent feel the family car is a necessity to run their
household; and

Whereas, in response to questioning from MPP Steve Clark, Dec. 10, 2015, Municipal Affairs and
Housing Minister Ted McMeekin failed to rule out the province of Ontario granting municipalities the
authority to charge a vehicle registration tax.

We the undersigned petition the Legislative Assembly of Ontario as follows:
