THE RECORD – Property owner shouldn’t be stuck with bill to remove toxic waste

There’s something horribly wrong about the mess someone dumped on Michelle Shannon’s property — and I’m not only talking about the dangerously high levels of polychlorinated biphenyl, or PCBs, that were found in some of the barrels.

I’m talking also about how different levels of government have framed this as a private problem, to be solved by her.

It’s nothing of the kind, of course. A potential leak of poisonous chemicals that could get into our ecosystem or our water is everyone’s problem, and so it requires a collective response. Read More
